California Gov. Gray Davis has been planning for the worst, making scores of appointments and ordering packing crates and shredders while checking to see if he can still sign official documents while waiting for the new governor's election to be certified.

"Packing crates have been ordered," says the New York Times, which adds ominously that the "shredding machines are on stand-by."

"He is a whirling dervish now when it comes to making appointments, while he moved at a snail's pace previously," says GOP state Sen. Ross Johnson. "The greatest common denominator is having supported the governor in the past."

"The number of appointments in the past month has shattered all records," admits Steve Maviglio, Davis' press secretary. "There are five or six on my desk every day. There used to be five or six a week."

Moreover, a new governor can't be sworn in until his election is certified and could find himself cooling his heels for a month or so while waiting for his victory at the polls to be made official. Davis' lawyers have been researching state law to determine whether, should he lose the recall, he could still sign bills until his replacement is sworn in.

Imagine how much damage Davis could do with weeks left in office and nothing to lose.
